Add the starch to the mixture and mix again. Gradually add the flour, a little at a time. Add the baking powder to the first portion of flour and mix.
Add the second portion of flour to the dough and knead it with your hands until it forms a sticky, smooth dough. Shape the formed ball into two thin sausages and divide them into smaller pieces.
Shape the dough pieces into small balls.
Place the balls on a baking sheet lined with baking paper.
Mix the cocoa powder with icing sugar and sift it on top of the cookies. Bake the cookies at 180 degrees Celsius for 10–13 minutes.
